Why is the majority of the population generally passive about government?

Most people don't vote. Many know little about how the government works and many who do don't take time to get informed. Lots of shrugging of shoulders about a subject that impacts their lives in a real way. Why is this?
Comfortable and lazy?
No belief things will ever change for the better?

I think that in a country of over 300 million people your average person feels completely powerless when it comes to politics. That and most people are crazy busy trying to live their lives.

Combination of being too busy to engage themselves in the process, the feeling that elected folks are out of touch with voters, and the feeling that their vote really isn't making much of a difference.

No. They just actually don't feel it.
ETA: Have them write a check every month for their taxes. That's interacting directly with the government.

Because, in the grand scheme of things, the average American doesn't notice government intervention in their day to day lives.
Because of the system we have in place, drastic change is rare. Wholesale changes to our society are slow because we don't have a ruling body making immediate, unilateral declarations that immediately go into effect. This causes people, especially those who don't pay attention to politics, to become passive and disinterested.

This....and increasing mistrust of the ability of the government to manage anything. Latest Ebola debacle just one example....

Because our taxes are automatically deducted from our paychecks so we don't see it as actually paying the govt.

Other. Withholding keeps people complacent. If the employee earned his/her gross paycheck, then had to immediately write a check for income tax, social security tax, medicare, etc., they would begin to care who their government employees were.
