However the loser not making to playoffs is more dependent on how the PAC-12 and SEC shape up.

Yep.

SEC gets 1, even if 2 loss. Then any 1 loss conference champs. Then chaos.

But, if FSU loses, I would not be surprised if they lose 2, meaning they out.

Of course. Despite the fact that ND outgained UNC, had more yards per play, more time of possession and was up by two TDs with less than a minute left, UNC definitely should have won.

As for the OP's question, I think FSU could maybe make it with a loss to ND, but the rest of its schedule is really poor. I think it might be more on reputation/last year that would get FSU in. I doubt ND would make it with a loss to FSU, but one-loss teams finished in the top two frequently in the BCS, so no reason to think it definitely wouldn't happen in this case. I actually think ND's best shot to make it with one loss is if that loss is to Arizona State.

Notre Dame definitely won't if they lose. Not sure about Florida State if they lose though, but I can see it happening.

ND has one of the strongest schedules in the country. Nobody knows what is going to happen in the country with 1 and 2 loss teams at the end of the season. 1-loss defending champ FSU is definitely in. 1-loss ND could easily be in depending on how things shape up.
