Day Laborers - Rate?

In Baton Rouge, where is the best place to hire a handful of day laborers? Home Depot parking lot in the morning? What is prime time for hiring said laborers?
What is the going rate for unskilled labor? Specifically, loading rubble from the demo of a wall into a dumpster.
Should I have them fill out a tax form?

$12.00/hr give or take, depending on the skill of the work...

Make sure you check for their state issued driver's license along with a social security number.

$14-$18 at a staffing place and they take care of the taxes, insurance, and paperwork.

See, I have an idea about this.
Tons of people on welfare. So we make a rule that says "if you're an able bodies male on welfare, you have go to the Home Depot every day and taxpayers will be able to swing by and choose which one of you will do their menial labor for the day.
