"ISIS is coming across the southern border," he told Fox News. "They aren't flying B1 bombers bombing American cities, but they are going to be bombing American cities coming across from Mexico."
Hunter continued: "I know that at least 10 ISIS fighters have been caught coming across the Mexican border in Texas."

Yup we were able to identify them because they were all wearing the same T-Shirt. "I went to Syria and Iraq on Vacation and all I brought back was an ISIS T-Shirt."

sounds about right, though you're probably low on the estimate, more like 1500.

When you're a congressman, whether Republican or Democrat, in a completely safe seat with only token opposition less than a month before Election Day, you can say pretty nearly anything you want without fear of it coming back to bite you when there is no evidence to support it. If Duncan were in a neck-and-neck House race this year, he would never have made that statement, I assure you.

I believe at least 10 ISIS fighters have crossed the border. I don't, however, believe they were actually caught.

Are you not aware that any person crossing the border submits to a possible search? What does the 4th Amendment have to do with border crossings?

I understand the need for skepticism of politicians. But I don't understand the need to pretend that this is some unlikely scenario. They aren't mutually exclusive in some way.
I think Congressmen exaggerate or get bad information or grandstand. I also think that the USA is a big, juicy target for any Islamist and that to get to the USA, by definition, requires that one crosses our borders.
I think that attacks in the USA by Islamists are completely predictable. I'm not sure I understand the need so many have to minimize completely sensible concerns.
