That's because in our society, teenage girls are seen as virtuous and innocent while teenage boys are seen as horny malcontents. Sex is generally perceived by our society as always being initiated by the male. So, in that case, male student/female teacher means "boys will be boys"; female student/male teacher means that that teacher was taking advantage of that poor innocent girl.
