I like to use good quality 2 piece steel bases like Warne or leupold, or Picatinny rails - I stay away from the aluminum bases. I like Warner scope rings too. Warns claims thier rings do not need to be lapped, but I lap them anyway.

Not long after Burris came out w/ their Z Rings Signature line (the ones w/ the plastic inserts in the rings), I started putting them on all my guns. Before I started using the Signature rings I always lapped the rings as I found it to improve accuracy. Using the Signatuare rings I no longer lap the rings. I use a one piece Weaver base.Try the Signature rings at least once. I think you'll be pleased. Burris Signature Zee Rings

I use seeking, would like to try some american rifle company rings.
I am also of the belief that if you have to lap rings that there are other issues. Modern CNC produced rings should not have to be lapped.

My setup is similar. Tikka in .300wsm with a Nikon 4-16x50. I would recommend what I have which is EGW HD picatinny rail with Warne tactical vertical rings. A bit overkill considering it is close to $180 but it has to be the most solid setup I have come across.

Was probably 10-15 yrs ago when my Savage 308 Win Striker was brand new that I did my own accuracy test. I was curious whether all the work I was doing to help accuracy actually made a difference or not. I started shooting groups using brass that had not been subjected to accuracy enhancing techniques. I shot groups at each step as I added the accuracy techniques, included neck concentricity, primer pocket uniforming, flash hole debarring, and lapping the scope rings. The rings I was using at the time were quality rings sold by SSK Industries. At each step there was a small, but definite improvement in group size. IIRC, avg groups dropped from around 1.47" to 0.81". This was merely a load that I picked to match available powder and bullets, not a load that had been specifically developed for accuracy. Maybe I'm a little obsessive, but I continued lapping scope rings thereafter, until I started using the Signature rings.
