I thought they were supposed to give a little as not to obliterate the vehicle and kill the passengers instantly?

That was my first thought as well. Seems to do more damage than not.

I think the creator's original thought was that this type of barrier would stop a vehicle entirely rather than slow them down.

Maybe protecting some highly sensitive military installations. Say military bases in conflict zones.

Well that doesn't seem very well thought out.

I guess maybe they would use those at Military installations and other high security places ?

this makes no sense to be used as a traffic barrier. its got to be some sort of proposed security pylon

That would be a terrible traffic device. Truck plates already work well for security standoff applications so not sure what the point is
