I don't know if you are new to professional football or what, but teams don't typicallu play musical chairs with quarterbacks in-game
Mett is a practice squad player who literally probably hasn't take one rep in practice running the Titans offense. The 2nd guy doesn't get many reps in practice much less the emergency qb
So knowing that charlie was starting this week, I'm sure he ate up all of the reps trying to prepare himself since he hadn't had many reps in prior weeks himself
