My Neighbor Slashed My Tires and Left a Note on My Door. . .

I just got home and find this note on my door.
I'm handicapped so I have to park in specific way so that I can get out of my car and get into my wheelchair easily. I noticed that earlier today, my neighbor had parked in a way that gave me little room to get out easily. I think I may have hit his car, but I didn't notice it when I left earlier.
What should I do? Call the cops? Confront my neighbor?

Report it. He is in the wrong. The fact he didn't approach you to give you a chance to remedy the situation makes him look worse besides the initial reaction.
