Really? They have what, $82M saved, just got another huge yearly renewal, and they need $52M to do more worthless shite?

Where does BREC plan on putting these walking/biking trails? If they are to be built within existing parks, then $72 million sounds outlandish. What level of utilization of the proposed trails would justify $72 million of expenditures for construction plus annual maintenance costs?
Why should walking/biking trails be treated different than golf courses with respect to user fees?
