What to do about my backup QB situation

12 teams, standard scoring (4 pt TD pass)

I have Foles as my main QB and Roethlisberger. Cousins is available on my WW but I'm 9th in priority and figure I won't get him and really want to move up in waivers anyways. But Brian Hoyer is available. I bring this up because I am planning on starting Foles every week except his bye is week 7, when the Browns play @ Jacksonville.

Should I:
1) stand pat with Roethlisberger
2) waste a waiver claim by dropping Ben for Cousins
3) drop Ben for Cousins if Cousins clears waivers

or

4) drop Ben for Hoyer

After the beating that Foles took Sunday, you might want to keep Ben and try to pick up Cousins.

If Foles manages to stay healthy then Hoyer is your best one week option.
