IRS's Individual Shared Responsibility Provision???

Can anyone come up with a better, more accurate, less focus-group-tested name for it?

We call this the individual mandate where I come from.

We also call this a "fine" or sometimes a "penalty"

This just pisses me off. In no way should healthcare and the IRS be associated.
