A regular student doing this would probably earn a trip to see his dean at minimum. I dont see where people who claim standing on top of a table and screaming this is regular behavior that no kid but winston would have to answer for

if he didn't have a history of doing stupid things, it wouldn't be a big issue. he's supposed to be a leader and role model. for someone accused of rape, yelling "frick her right in the pussy" isn't the smartest thing to do as a so called leader.
