He is basically saying " hey I know I effed up everything and nobody trusts me to mete out discipline on virtually any subject related to player conduct...but ....!!! I'm hiring a bunch of consultants to come in and decide exactly how we should decide discipline in the fututre!!! "Hey its not in my hands anymore. A whole bunch of outsiders are going to roger-proof this bitch!! In fact they will tell me what my role is!!!! "

I don't really give a frick about any of this or Goodell's job or leadership capabilities, but these guys are a motherfricking public relations nightmare. My god.

He's getting paid like a corporate executive so he may as well act like one by using other peoples' money to offload culpability to consultants.
