You could arrest a lot of people for this crime

One of those officers can be seen in photos on social media looking the opposite direction as the fan sits atop the fence. A video shows the fan getting past a cordoned area and climbing. The caution lights did not come on until after the climber had begun his descent, after sitting atop the fencing for several minutes. Have you never heard of "drunk in public"
It doesn't mean under the influence in public, it's usually reserved for people acting like and arse, and is really just so you can sleep it off in a holding cell.

Hell, we had some young boys jump the fence into the soccer facility next to door to the W Lot yesterday. They wanted more room to throw the football around.
I'm surprised the cops didn't come out and arrest the parents and the kids.
