Why don't we just drop a bomb on Al-Raqqah?

That is ISIS's headquarters anyway and everyone there is either ISIS or an ISIS sympathizer
Bomb the shite out of that city/shithole and be done with it. No need to worry about innocents or anything like that.

It would end the war pretty quick: "If ISIS is operating in your area you have 5 days to show resistance by fighting back or leave town. If no resistance is seen we will consider all in habitants IS or ISIS supporters."

Vice has a long video about ISIS, much of which was shot in Raqqah. The citizens there didn't look like they much cared for ISIS and have been forced to bow down to their rule. If not, they get to star in the next beheading video.
