I am the link, so don't ask for one. It'll be on the news soon enough.

So roughly 1200 panels, full out of state labor, a 300kW system.

Why do they do it? They want a local referral. They want to lease to local malls and schools.

How do they do it? By donating it, 45% of the "installation cost" is a tax credit to NRG. So they drive in their Texas labor, inflate the job cost, and actually turn a profit on the credits.

Now you know the rest of the story

It's a private company donating solar power... they can hire whoever the frick they want. And why not do it in a way that is most beneficial to them? They have shareholders.
