What should US do if Russia crashes US computer network?

Theoretically speaking, of course.
Let's say that Russia has hacked enough computer data from the USA to be able to disrupt enough of our computer network to cause severe dislocation and economic loss.
Let's say that the USA sends some military supplies or weapons to Ukraine. In response, Russian hackers punch some computer buttons in Moscow and cause severe problems with our computer networks -- dislocation and economic loss.
What should the US response be?

Would Russia be committing an act of war against the USA if they hacked our computer systems, crashed them and caused severe dislocation and economic loss to the USA domestic population?
What if you personally lost your job and a year's salary because of this economic dislocation? Would you then consider Russia's hacking to be an act of war? What if 50 million US citizens experienced this kind of huge economic loss because of the hack-job?
Would the smartest International Law Expert in the Universe consider it an act of war?
I started this thread because I'm not sure whether the answer is settled.
We know that if one nation launches missiles or shells into another country's land and causes economic loss, this is an act of war.
What if the same kind of mass economic destruction is caused not by shells but by a malicious computer program "launched" over the internet?

In all honesty what you are proposing isn't very realistic. So they crash us for a day, back-ups that are logged go into effect and everything is back to normal in less than a week.
As of about 5 yrs ago the best, and most effective retaliation would be to cyber-attack there networks, and while they are down, and in a state of confusion, we use emp detonations to prevent them from coming back online with pretty much anything electronic. Would basically leave them dead in the water, end the invasion of Ukraine, and set them back long enough to setup a defense, and convince them if we wanted to we would end them.
That is if we had leadership with the nads to do it. The old days of bombs, men and firepower are honestly more suited for the countries that are not advanced enough to really be effected in a modern world.
