How are South Carolina and Georgia considered more of a powerhouse than LSU?

I don't understand how UCLA, Georgia, Baylor, USCe, and Oregon are considered more "Powerhouse" than LSU.

I'm trying to think of a criteria where they would be, but. . . I've got nothing.

Lucky for USC that this graph came out this week instead of next or else they would be sliding a little further down the "scumbags" side of the scale.
