Barring any "let me hook up a friend / family member with a cush job", every job is necessary.
Companies don't create positions to burn money.
ETA: I realize that's not exactly what the article is talking about, but the "positions that were created to keep us busy" were all created to make our lives simpler.

A buddy of mine in London, UK has a pretty sweet gig. He works under the director of marketing for one of the top Intellectual Property sales company in the world. His job is to scout out quarterly sales conferences across the world. I WhatAPP him earlier today and he's in Trogir dining with some directors of a resort. Lucky bastard!

They're necessary in such the capacity that exists today primarily due to the fact that our government has a hard on for a prison economy, which is just another program of bullshite jobs.

Efficiency/business consulting firms come up with new kinds of BS jobs that companies should have.
It ensures that companies will continue to hire them when they become bloated, in which case they come up with more BS. The C- level guys do it for liability reasons because it takes the blame off of them.
PMOs are the latest trend. In 10 years it'll be something else.
