What determines if one is a militant or extremist instead of a terrorist?

I know from the news that Al Qaeda are terrorists, and that domestic right wing groups can be terrorists, are there any others?

My understanding from the media is that ISIS is a militant group despite beheading and killing people on video for the purposes of fear.

It seems to depend on which country you are killed in or which government killed you.

I've seen the terms used interchangably, though I do draw a distinction.

ISIL is the most hardcore Islamic terrorist group in modern history. I don't think anyone thinks they're something other than terrorists.

But why is it seemingly important that some of these groups not be labeled as terrorists?

In this case the difference is that ISIL fights on a battlefield against a state military.

They and their predecessors have also spent the last 5+ years randomly blowing up civilian markets and kidnapping women, children, journalists, etc.

A terrorist is obviously both a militant and extremist.

A militant may not be a terrorist as he may engage in military like activity bot not terrorism but is still an extremist as one would consider militant activity extreme.

A an extremist may have have extreme political views but may not engage in military or terrorist activities.

Just my best guess at the English language.

Oh no doubt their scumbags and need to be put down like dogs but they're militants technically because they're a militia seeking to establish a state-- its like the difference between AQ and the Taliban.

Son, every militia is seeking to establish a state formed in their own image. That's why they want to overthrow this state or that.

In this case, ISIL has ambitions far grander than western Iraq and eastern Syria.
