What Jurisdiction Does DOJ Have In Ferguson, MO Matter?

Honest question.
There has been zero evidence that this was a racially motivated shooting, so I cannot see how the federal civil rights act would grant jurisdiction.

Its a white mayor in a predominately black town. Ergo, civil rights violation.

Must mean a town with a population of about 21,000 with 53 cops has a big crime problem. I live in a town of 4,100 and we have 5 cops on staff.

Which means the town has issues with race.. The town is predominately black.. Let's just get all the facts out there. The racial makeup of the police department in this town is a problem and we are seeing the results play out on tv.. Whether or not a crime was committed by the officer ( I lean towards no with the limited info available) is irrelevant to the majority of the town because the narrative has been set.. A narrative that a blind monkey could have foreseen occurring some day with the power structure in ferguson.

Interestingly the town only became majority black in the last 20 years:

It doesn't have to be racially motivated.

So, tell us what the DOJ's standards are for getting involved in local law enforcement issues, given that almost every (hardly an exaggeration) arrest, shooting or deprivation of property/freedom by local/state law enforcement involves an allegation of willful deprivation of a right or privilege protected by the US Constitution.

Spoke with an FBI agent friend...apparently, every FBI office in the country has a few agents that get assigned to deprivation of rights under color of law complaints. It is the equivalent of latrine duty in the military for most - that or your youngest or worst agents typically fill this post.
They investigate a lot of these cases and almost never render a decision against the officer.
That said, it is almost unheard of for the AG to pay any real attention to these matters, but given the high profile nature of this case, that is why Holder has interjected himself.

I'm pretty sure that's the statute the DOJ used to go after the officer's in the Katrina cases.
