In case anyone wants to know what the hell your post is about:

NOAA Fisheries Announces the Closure Date for Gulf of Mexico
Greater Amberjack Commercial and Recreational Sectors
The commercial and recreational harvest of greater amberjack in the Gulf of Mexico will be closed at 12:01
a.m. on August 25, 2014, and remain closed until January 1, 2015.
The 2014 landings data indicate the 409,000-pound commercial annual catch target and the 888,839-pound
recreational annual catch target will be harvested by August 24, 2014.
During the closure:
? Commercial harvest or possession of greater amberjack is prohibited.
? Recreational harvest or possession of greater amberjack is prohibited.
? The closure applies in both state and federal waters for vessels that have a valid Gulf of Mexico commercial
reef fish vessel permit or a reef fish charter/headboat permit.
This closure is necessary to protect the greater amberjack resource. This population is considered overfished (the population is too low).

I guess those 4 the boat I was on Saturday harvested threw things over the limit.

Seemed like they were plentiful......offshore guys is this another case of Louisiana anglers getting screwed over for the other gulf states crappy fishing?

Headboat Surveys, Commercial tickets, pure conjecture, but they can use overages from last year to apply to this year.

That's the joke. Their data is flawed just like snapper, etc. That's why the states are trying to take over so they can better manage it themselves. It's not will, but when it will happen.

The process is simple...They randomly select docks throughout each state to sample from each month.

They then interview anglers and find out how much they catch, and a myriad of other information.

Their survey is really long, so they do not capture as many anglers as they should.

From this data come up with catch rates, license compliance rates, etc.

Then they randomly digit dial coastal parishes every two month period. They ask when did you go out, etc.

From this data they come up with effort data.

To get total harvest, you multiply catch rate (from the dockside data) by the effort data (telephone survey).

ETA: Problem with their methods is they overestimate how many people are fishing because they randomly digit dial the anyone with a landline in the coastal parishes, instead of using a fishing license list.
