Amendment 40 is no more than a thinly veiled effort to further remove the recreational fisherman from the federal red snapper fishery. Make no mistake, everyone aware of this amendment understands that RFA 40 is the imposition of a catch share program on the recreational sector. By vastly overinflating recreational impact, the gulf council has proven it is willing to bend the facts however they see fit to protect the commercial industry. The already constrained recreational allotment will be further split in two, allowing for the private sector to be grossly misreported as exceeding quota within state seasons. This occurs as the gulf council ignores state-collected empirical data suggesting recreational catch rates are not even approaching quota. This amendment will effectively end private fishing of red snapper in federal waters for the forseeable future, which has been the goal all along. Figure 1.1.2 of RFA 40 in particular is almost comical as a clear and petty retaliation to Louisiana state red snapper regulations. Your organization has lost all confidence among the fishermen of the gulf, and Amendment 40 is only further proof as to why.
