Serious question about insurance and riots

The insurance I carry on my business office has an exclusion for acts of terrorism. I can understand the reasoning behind this.
What I am curious about is what, exactly, defines terrorism. For instance, is the rioting in St Louis just run of the mill crime or an act of terrorism?
What do the resident insurance agents of the OT think?

My business policy with State Farm has this exclusion, I currently don't have a homeowners policy.

I think if you are terrified of rioters, and looters, then it is an act of terror and not covered.

I think the government has a fund to help in these cases though so that might be why

For insurance, it's anything certified by the government as a terrorist act. Most of the time it has to be certified by the US Treasury Secretary

Rioting is covered under all Louisiana policies. There's an old Supreme Court case from the 1960s that mandates coverage.
