Pittbull almost ate my wife's yorkie

So the wife and I (no pics) were at a friend's house walking her Yorkie around their neighborhood when we got about 3 miles down the road and a pitbull came running outside a house after the owner apparently left the door open. The pit was barking and running at full speed when I yanked the SO's dog into my arms and just stood there. The pit stopped short of us and was jumping trying to get him. The owner came running after him and calmed him down before he could get us or the dog.
I did get a scratch on my leg from his claws but nothing too bad. We were lucky and the wife's dog was even luckier.
Two questions for the OT:
1. Do I go to the doctor to get my scratch (deep scratch) checked out and checked for infection, then send the bill to the owner?
2. If the pit had attacked us or the dog (or both of us), how badly could we have sued this pittbull-owning TPOS?
