Is this site safe? Is it legal? I just stumbled across it, and know nothing about it.

If you have adblock and flash block running along with anti-virus, then you should be somewhat safe.
Just know that many of the host sites have advertisements all over the place that will load you with malware.
Just make 100% sure you are clicking on the right link and NEVER allow your browser to Add-on something.
Oh, and as to the what, it is a LINK site that links you to hosts that have copyrighted content.
