D.C. police were told Sunday not to arrest people for carrying handguns on the street in the wake of a judge’s ruling that overturned the city’s principal gun-control law.

Lanier’s instructions to police also said that residents of other jurisdictions without felony records would not be charged under the ban on carrying pistols.

Heck, if that were the simple text of the law everywhere, we could get a lid on crime with the quickness.

If you're armed and not a felon, you're not the problem.

Heard on one of the morning shows that your gun has to be registered in order to be legal. If not, you can't legally carry.

How does this affect the other gun control laws?

Wasn't it illegal to have ammo casings? I thought I remember a story a few months back about a guy being charged with a felony for having shell casings in his trunk or something

Then you would be wrong. Read the article.

In an order approved by Police Chief Cathy L. Lanier, police were told that District residents are permitted to carry pistols if the weapons are registered. Those who had not registered their handguns could be charged on that ground, the instruction said.

yea for residents

I'm not a DC resident, therefore it does not apply to me...or most of the gun owners in the DMV

You should follow your own advice. Only DC residents have to register. Nonresidents don't have to, and that's specifically why I quoted that passage in the OP.

My original post pertained to DC residents having to be registered for them to be legal. I said nothing about non-residents.

Bottom line, sounds as if Lanier is muddying up the waters with her interpretation. A resident of DC can be charged if their gun isn't registered but a non-resident will not be charged?

She has learned the gray area of politics very well it seems.

No, she's clarifying the law there. DC residents have to register a handgun to own one and therefore if they decide to carry it under the recently revised laws they have to show proof it is registered. If you are not a resident of DC then your existing CCW permit is honored.

No doubt. In the thread I posted earlier it is assumed there will be more court battles. They will be dragged into compliance eventually.
