In bay saint Louis visiting my in laws/harbor fest, was turned away b/c it was 9

Is this normal practice? Have a festival and turn customers away at 9-9:15? Tried to give them a chance b/c we had trapanis last night and they said nope . Too late. We don't want any more customers...
Lived here for 6yrs and this place has always teetered on being good.... Always marginal service...
