Red Light Camera Ticket - Still the same?

I got one of these, even though I wasn't driving.
Is everything still the same with how these are handled? Civil violation so can't be put on driving record or reported to insurance company. The company who does them out of Arizona may try to put it on your credit but if they do you can just dispute it and since the debt can't be validated it is removed...correct?

I won't pay them, except in Orleans parish. In New Orleans, once you get two, they can boot your vehicle and then you have to pay then and there.
They may not fix roads, but they have 5 boot vans driving over the city scanning plates. Though I only see them by the Saints games, downtown, uptown and mid-city and lakeview.

On the back of the ticket there is a form that you fill out and sign to"nominate" a driver. Fill that out with the driver's information and send it in. There's normally a time limit that you have to nominate someone.

All you need is 1 Napoleon. Had to pay 2 hundred and change for them to give me the code to take the boot off and that is in addition to the ticket and late fees. Then had to bring the damn thing back to them

I got a red light camera ticket a couple years back. Threw it in the trash when I first saw it. Nothing's happened since.
Red light camera tickets are a scam and only work on scared citizens who don't know any better.
