What if Russia assassinated a single American?

Suppose it was just some random Joe, and Putin admitted that he ordered the execution just because "the US needs to be put in check" or "violated international law" or somethjng to that effect. Would one life in that scenario be worth an all-out war with Russia? How many lives would be?

What if the one person was a congressman from some random district in, say, Nebraska?

What if it was 20? What if it was 100? 1000? Do we go to all-out war with Russia over 1000 Americans? If so, why? Won't 1000 more die? Easily, I think.

We aren't going to war with Russia. Ever. Period. They'll tweak us and we will tweak them, but we wouldn't go to war with them.
