No.
You have to keep 3. All teams keep 3, and then the draft starts based on worst record using the remaining players.
No penalties for the keepers based one where they were drafted the previous year. You can keep a player a total of 3 seasons in a row before you must release them.

Ah ok my other league you lose your pick from round drafted the following year.....

Well I thought Rice was good until last year 
Actually looking back my entire team/draft was horrible and whoever I beat last year should be embarrassed and quit

Would have been NASTY especially in PPR. Now I'm left with very good options in Charles and Julio, but no idea what the hell to do with the 3rd. Maybe Luck, but that's a huge stretch for what is essentially a 3rd round pick. F me.
ETA: It'll either be Luck or Fred Jackson. frick you Gordon.

No, 31 cleared that up yesterday. You can trade draft picks or players before the keeper deadline.
