Just finished season 1 of House of Cards. I really enjoyed it.
If the water bill by Russo had passed, was it still Underwood's plan to have him self destruct? Was it Underwood's plan all along to get the VP in the governor's race?

Yes.
He was going to get some momentum for Russo and then quietly get rid of him to put Matthews in the race
But Russo self destructed way too hard obviously
