Shows/Movies based off of unwritten or unfinished books/stories.

The Leftovers had me thinking of this. The book wasn't even written when the treatment for the show started.
Then before the book even is released it's being made into a show.
Game of Thrones, great show, great books, but unfinished.
That at least makes sense since the first book came out in 1996.
Then Orange is the New Black was in development before the book was released.
So how is this even possible?
How are shows and movies written and based on unreleased books?

The movie and book of 2001: A Space Odyssey were written at the same time. Kubrick and Clark actually worked together. I think the movie came out first though.
