1. Am I wrong in thinking there is no way in hell that Alex and Piper would be put into the same prison?
2. Did Patricia (neck tat) really get put in the clink for 4 years simply for being a street rat that stole a necklace?

She had a whole booklet of prior thefts. I believe they wanted us to assume that once she got caught for the theft of that necklace, that the 5-0 got her on all her other unarrested priors.

1. They would be separates. I could elaborate, but not without spoilers.
2. Stealing a necklace is not a federal crime. Most likely, she was on supervised release for a previous federal crime. The theft was what violated her supervised release, and she was revoked.
ETA: I have not read the book, so I am guessing that some of the inconsistencies are due to the series adaptation.

Book spoilers
The real Piper and Nora the real Alex were kept in the same prison in Chicago and also in Oklahoma before being shipped to Chicago sitting next to each other on Con Air while waiting to serve as witnesses on another case involving their drug ring. Nora's sister was also there and I think they even shared a cell before Nora and her sister were sent back to their permanent prisons. Piper was released from Chicago instead of Danbury.

Chicago and OKC are transfer centers. It is not uncommon for separatees to be housed there at the same time, just not in the same unit.

Or when the chick that plays Nicky makes a reference to the lesbian friend who is always hanging out with the straight girl hoping she'll turn. I thought that was kinda her in AP.
