OT Cops - Blacked Out Suburban flashing lights to move people

This totally blacked out Suburban pulled up behind me on I-10 East, just past Highland and hit his blue grill and windshield lights, I move over, he pulls up and continues to do it to everyone.
I jump back behind him and snap this photo.
Is that legal? I say no

I have been told by numerous cops that they are usually responding to a scene that is a non emergency situation when they do this or go through an intersection with lights on then turn them off.

The amount and sheer pettiness of shite you people complain about concerning the actions of cops never ceases to amaze me.
As for the original question, I am not going to speculate why he needed you to move because I don't know. I am also not going to automatically assume he was abusing his power because again I don't fricking know.
There are enough know it alls on cop behavior on this board to take it from here.

That is a VIP suburban not a trooper? I thought that too.
OP is probably one of those people who gets all pissy when people flash their high beams at him to get over.
