one one hand he had a phenomenal rookie campaign and is still the #1 target of Rivers.
Buuuut I'd also say he's not nearly as athletically gifted as the top tier WRs typically are and though it didn't pop up last year he does still have an injury history.
I'm pretty split on how highly I value him.

In a 12 man league that we are required to start 3 WRs I dont want him any higher than my #2, preferable #3. That pretty much puts me looking at him in the late 4 - early 5.

Late 3rd/Early 4th. Think he's going to finish strong this year. Can't see much changing with his situation as long as he doesn't get injured between now and August.

Drafted him in the 3rd as my #1 WR behind L. McCoy and R. Bush in a mock today and the guys over at fantasyfootballcalculator lambasted me for having him as my #1 WR, lol.

Allen will go around the 5th or 6th round. Taking him in the 3rd or early 4th is a reach. Julio Jones will be available in some drafts in the 3rd round.
Also depends on who you took before, no way are you taking him in the 5th if you already selected a top QB and WR before him.
