NFL Attempting to crack down on oversized facemasks

Per NFL.com, NFL executive vice president of football operations Troy Vincent has sent out a memo to teams explaining that facemasks including "more bars, smaller spaces between the bars, and a generally larger coverage area" are no longer allowed

I am not an expert here, but I think it would be safe to say that a bigger face mask would protect a players face more than a smaller one.
Why would the NFL want to restrict something that would make a player safer?

Ive always thought the smaller spaces between facemask bars (like the ones pictured) are just asking to rip someones finger tip off.
