What's with people popping fireworks before the actual 4th or NYE?

For the past two nights people have been popping off fireworks.
It's not even Fourth of July yet and they're setting them off; do people do this everywhere or is this strictly a suburb Texas kind of thing?

When your 12, firework stand is open, and you got some lawn mowing cash in your pocket. Everyday is a good day to shoot some fireworks.

I don't mind the fireworks on actual days where it's normal; shoot to your heart's delight.
However, shooting them off 4 days before and continuing up until at 10:30 at night in a residential neighborhood where it's against the law to even shoot in the first place (even on the 4th or NYE) is overkill.
