But cutting off their water is 'inhumane.' I guess they could make water free by taxing the rich. But the rich left Detroit a long time ago.

Why can't their welfare check pay for it or their Disibility Check. They can sell $300 worth of food stamps for $100 cash every month. The average bill is $70, so gov't checks can pay for it,I don't understand why they are not paying it. I guess cable, pot, cigarettes, beer, and liquor are more important. I owned a large supermarket for over 20 years and/or managed for 34 total. I saw this all the time.

"Why pay taxes?" asked Fred Phillips, who owes more than $2,600 on his home on an east-side block where five owners paid 2011 taxes. "Why should I send them taxes when they aren't supplying services? It is sickening. … Every time I see the tax bill come, I think about the times we called and nobody came."
I would be pissed if my rate doubles because other aren't paying their bills. I then would become more upset when 1/3 of those not paying their water bills are for structures that are vacant.

It was a dem utopia for about 4 decades but then they ran out of productive citizens (white conservatives) to steal from.
