Need to install a few things into my boats console and want to be sure that I use the correct tool to prevent splintering and get a good cut. What tool should I use?

Use a Dremel, or drill with a large bit, let the blade do the work don't push hard.
Also, it will splinter and break some no matter what. You can always mix a small batch up and coat the back/edges if you desire.

Roto-Zip, if you have one, if not a jig saw and used masking tape so you wont scratch your console.

make sure to wear eye protection and a dust mask.

A fine blade on a jig saw has done it for us, get some extra just in case. Silicone whatever you install too.

Both good advice but if you use a jigsaw, get an abrasive blade not a saw blade. The blade' s edge will look more like sandpaper than saw teeth. If your cutting rectangles, cut the short sides first if you can't support the drop piece. This will minimize breakout on the final cut.
Rotozip is a badass little tool. You can also use something like a fein tool. I'm not sure what they are called (fein is a brand name).

We stressed on what to use twice so far and I have one of those in my shop. Except for round edges it should work well.

Before cutting, Make sure you have the needed space behind. Take picture of everything you plan to install and print them out real size. Move them around to get everything in the right place.
Once you do that, put down some masking tape over the area you plan to cut and make it. Best thing to cut is a hole saw. You can buy a set at Harbor Freight for $5. Make your cut, remove tape and install.
The tape keeps the gelcoat from busting up.
