I don't know that he was #1, but Big John Williams was highly touted out of South Central LA's Crenshaw High.

The practice of ranking recruits wasn't as widespread in the past as it is now, but guys like Shaq, Randy Livingston, John Williams, Chris Jackson and Rudy Macklin were BIG TIME players that everyone in the country wanted.

Chris Jackson and then Shaq a year apart.

In 1990, we had Chris Jackson, Shaq, Stanley Roberts, Vernel Singleton, Mo Williamson - that team should have won it all.

Great individual talent, but they never learned to be a TEAM.

You do realize they played together one year...and got knocked out the tournament by a team with at least 4 future NBA players..

Roberts, Livingston and Stromile were very highly ranked.
Shaquille was a late bloomer and he really wasn't that highly ranked. The hype on him started after he dominated the all star games after his senior year of high school

Got beat by David Robinson (navy) in the NCAA tourny

ETA: was wrong about the years, lost to Navy in 1985 not 1990
