It just seems so random how much time is added at the end of the games

In the US game against Ghana, I was expecting 2-3 minutes tops in the second half. There weren't hardly any stops

This Nigeria/Bosnia game had only 3 minutes and there were tons of injuries and stoppages.

What actually determines how much time is added? A magic 8 ball?

It depends on what kind of help the ref's team needs.

They throw a war criminal into a pit with some hungry, hungry hippos and he amount of time it takes them to devour the entire body=amount of stoppage.

Usually depends on the score as well. If it's a blowout and one team has no shot to get back in it sometimes the ref will not add any time.
