How do poor people afford solar power?

I work in some pretty poor neighborhoods around the New Orleans metro area, and probably 20% of the houses have solar panels on the roof. It's weird as frick and I can't figure it out

My parents got and estimate for solar panels on their house for $40k. I know people in the shitty hoods don't have that kind of money laying around either.

Between the state and federal governments (In LA) you only have to pay for 20% of the costs

A few years ago the government renovated some housing projects in Macon and spent around $200/ft2 doing so. New luxury houses cost less than that. The renovations included solar panels and other "green" features. Awesome.

I just talked to someone installing them. After state and federal tax credits, you still have to front alot of cash for them. However, his reduction in paid electricity is estimated at $50 per month, so $600/year. After the tax credits, he said it will take about 10-15 years for the solar panels to pay themselves off.

Many of the homes built in the shitty areas of New Orleans after Katrina are "green" and have solar panels. Others probably reviewed the federal and state tax credits to subsidize the costs. That would be my 2 guesses.

The owners of the Sec 8 houses would still have to buy them. Why the hell would they do that? It's not like they pay their tenant's electricity bills.

I cut the grass at a relatively shitty house today that had them on the roof. fricking place didn't even have an air conditioner, but they had $30,000 in solar panels sitting on the roof.

that's because the solar thats out there is not efficient. It take them 25 panels to produce 6kw. My system can produce that with only 5 panels.
