Best Free Photo Editing Software These Days?

I have Gimp. I like it, but I'm wondering if there's anything better and/or more user friendly.

I use Gimp and haven't found much that I can't do with it.

Irfanview is pretty good and easy. Not as good as gimp but does some pretty quick effects.
