How hard is re-installing Windows (8.0)?

Perhaps a better question is, can a non-tech savvy guy like me do it without cursing and throwing things?
Our > one-year-old laptop (HP Pavilion) has started misbehaving. Won't go to certain websites, won't install updates - myriad error messages about drivers and required updates. All very strange and random stuff.
IT guy at work said the best fix would be to reinstall Windows (8.1 now) and he'd do it for $130.
I work for a university so buying 8.1 is not an issue. The big question is should I be able to do this myself, or should I let a pro handle it?

control panel > recovery > refresh it in pc settings link > restore

Kind of along the same lines, I installed Windows 8.1 when it first came out and it caused my computer to act up, so I did a factory reset and now I'm back running 8.0.
Is the same version of 8.1 being pushed today as in the beginning, and is there any reason reason to upgrade back to 8.1 anyway?

if you are satisfied with 8.0 and are still getting updates for it, probably no reason to upgrade now. Sooner or later when they get the bugs worked out you will probably need to. Think of xp, service pack 2, 3

Going from a freshly installed 8 to an up-to-date 8.1 is a huge PITA. Although it's a free upgrade, Microsoft isn't providing 8.1 media for direct installs, and there are a couple of Windows updates you have to apply before 8.1 appears in "The Store". That's like a 3 GB download that can't be saved for subsequent use, so if you have multiple systems, do the math. There was originally sort of a backdoor way to download the update, but apparently Microsoft has closed it, as I couldn't get it to work when I tried a couple weeks ago.

Why do people still use this virus transfer system...Just because you roll back your settings, does not mean that you have gotten rid of the internal issues.

Used to be able to boot to the Windows disc and reformat/reinstall, etc. Not the case anymore?
