Walmart Scammers: Is this a new type of scam with loading debit cards?

This appears to have happened a month ago. But my GF just saw some guys try this unsuccessfully at the SAME Walmart last night.
I'm trying to figure out exactly what they were trying to do last night and what this lady did VERY well last month. POS I tell ya.

That's what i'm wondering. My gf said she was behind these guys who appeared to be complaining that they wanted cash back on a debit card purchase and did NOT get their $500 cash back.
I have to think this originates from actual accidents where a cashier doesn't hand you the money and you are like "hey I hit $20 cash back."
But cashiers can see the transaction receipts and not sure how this is even possible without help.
eta: no shite Walt. that's why I'm here asking, hoping for some more 411. You people know how much I hate crime in my city and I beez vigilant.

$500 cash back? I've never worked or been to a retail establishment that has allowed cash back of $500.
