Almost none of the uninsured will end up paying the ObamaCare mandate penalty, according to an updated analysis by the Congressional Budget Office, which found that 87% will be able to claim an exemption.
That exemption rate is higher than the CBO had previously thought, which not only blows a hole in its budget forecast for the law, but also increases the odds of an insurance industry "death spiral."
According to the CBO's latest estimate, out of the 30 million people who will still be uninsured in 2016, just 4 million will end up paying any tax penalty, despite the law's requirement that everyone buy government-approved insurance. Two years ago, the CBO figured 6 million would pay the penalty.
Half of the 4 million now expected to pay the penalty will have incomes below $35,000, the CBO found.
The CBO says ad hoc changes made by the administration and rules written since 2012 are the main causes of the drop in the payment rate. For example, President Obama extended the "hardship exemption" to include anyone who had their previous insurance canceled because of ObamaCare.

I thought during the whole Obamacare debacle, the proponents were claiming that there were 30m uninsured individuals that needed to be helped.... So in 2016, there will still be 30m

Let me see if I have this right... we will have roughly the same number of uninsured, and almost no one will pay the "tax penalty"... and those that have insurance have seen their premiums rise significantly...

Did you see the loopholes? Why would anyone pay?
1) Getting a shut off notice from any utility, not shut off just getting a notice.
2) You had medical expenses you couldn’t pay in full the last 24 months.
3) You recently experienced the death of a close family member.
4)You recently experienced domestic violence. No documentation needed for this one.
5) You experienced unexpected increases in necessary expenses due to caring for an ill, disabled, or aging family member.

quote:30 million would equate to about 31.2 million now. About 4.4 million of the 2010 uninsured were enrolled into Medicaid. The numbers are not good.
In fairness, the population is growing, so 30 mil uninsured in 2016 is still an improvement over 30 mil uninsured in 2010.

This part makes sense. It would be absurd to take away someone's insurance and then punish them for not having insurance.
