Just get an HDMI cord and plug that into your TV from your laptop.

there should be a button on the bottom that lets you switch to IP mode

For all practical purposes, no. There is a primitive browser intended for developers that can be grafted onto the Roku but navigating and entering text with it is not for the faint of heart.
