What if they put tracking devices in the prisoners?

what if they put tracking devices in the prisoners, while sedated, before release for better intel? Now they cant talk about it. Yeah I'm that guy.

Was my first thought when i heard the story. I wouldnt be surprised in the least that a gps tracking microchip was implanted in them.
